Here’s what you should know:
Title VI of the Civil Rights Act of 1964 - Enforced by the Educational Opportunities Section, prohibits discrimination on the basis of race, color, or national origin by organizations receiving federal funding.
Executive Order 13166 - "Improving Access to Services for Persons with Limited English Proficiency," this order implements systems for increased access.
Department of Health, Education, and Welfare Memo Regarding Language Minority Children - This mandates compliance reviews for school districts with Five Percent National Origin-Minority Group Children.
Policy Update on Schools' Obligations Toward National Origin Minority Students With Limited-English Proficiency - This is a 1991 companion to the December 3, 1985 document "The Office for Civil Rights' Title VI Language Minority Compliance Procedures," which outlines the guidelines for a successful LEP program.

students, now more commonly known as English Learner (EL) students or English
Language Learners (ELLs), can meaningfully participate in educational programs
